  Message on specific channel to inform a key has been released.

  Data is send in the following form:

    1000nnnn    Note Off; n=Channel [0.15= Channel 1.16]
    0kkkkkkk    k=Note [0.127; 24.108 when transmitting]
                (60 is middle C of keyboard)
    0vvvvvvv    v=Velocity [0.127]
                (0: Note Off with velocity=64)
                (64: if velocity is not sensed)

  Transmission will take 0.96 ms.
